In December 2005, the US Coast Guard issued their final ruling regarding post accident alcohol testing for Mariners. Since the beginning of the US DOT Drug & Alcohol testing program in 1990 (49 CFR Part 40) the Coast Guard required ONLY POST ACCIDENT and reasonable suspicion alcohol testing. Even though there was the requirement for post accident testing, no specified time set was established to accomplish the test the rule stated it was to be complete as “soon as practicable.”
Effective June 20, 2006 the “new” rule modifies current Coast Guard regulations by requiring that testing for alcohol by persons involved in a serious marine incident (SMI) to be conducted within 2 (two) hours of a SMI. This final rule also requires that most commercial vessels have alcohol-testing devices on board (if they cannot return to port within two hours) and authorizes the testing of saliva as an acceptable specimen for alcohol testing.
While BOTH of the devices listed below meet the requirements of this rule. The Charterboat RECOMMENDS the Q.E.D. to our members because of the temperature sensitivity of the Alco Screen .02.

QED .® Saliva Alcohol Test
DOT Approved, CLIA Waived The Q.E.D.® Saliva Alcohol tester is a device that is listed on the National Highway Traffic Safety Administration (NHTSA) conforming products list for alcohol testing devices and is approved by the US Coast Guard for post accident alcohol testing provided; the individual administering the test can explain how the test was performed and whether they properly followed the manufacturer’s directions. The Q.E.D.® A150 Saliva Alcohol Test has a quantitative range of 0 - 145 mg/dL (0.0% - 0.145% BAC) and reads like a thermometer. Storing and using QED® tests at room temperature (15-30ºC, 59-86ºF) insures optimal performance and a full shelf life. However, the QED® test will work fine if exposed to temperatures outside that range for limited periods. The QED® device has been tested under a wide range of temperatures and storage conditions -- simulating the inside of a vehicle glove box on a hot summer day (about 120ºF) and the lonely cold of North Dakota in January (about 0ºF). In all cases, the test performed as it should. Before using a QED® Saliva Alcohol Test exposed to extreme heat, allow the device to cool to room temperature; if the QED® device is exposed to extreme cold, put it into a pocket to warm it up. |
Alco Screen .02 TM Saliva Alcohol Test
DOT Approved, CLIA Waived The Alco Screen .02 TM Saliva Alcohol Test is also a device that is listed on the National Highway Traffic Safety Administration (NHTSA) conforming products list for alcohol testing devices and is approved by the US Coast Guard for post accident alcohol testing. The United States Department of Transportation (DOT) has established a BAC of 0.02% (0.02g/dL) as the level at which an individual is considered positive for the presence of alcohol. The ALCO-SCREEN 02 TM is a screening device designed to determine the presence of 0.02% (0,2‰) BAC or more in accordance with DOT regulations. The ALCO-SCREEN 02TM should be stored at room temperature, not to exceed 80ºF (27ºC). Under this condition, ALCO-SCREEN 02TM will perform according to specification until the expiration date stamped on the package. If storage temperature exceeds 80ºF(27ºC), degradation of the product and performance may occur. |
All devices have a MAXIMUM shelf life of ONE YEAR. This is established by the manufacturer and NOT the Charterboat Consortium.
